  4. हाल बसोबास गरिरहेको जिल्लाको स्थानिय तहबाट त्यसै स्थानिय तहमा बसोबास गरी अध्ययन गरिरहेको वा व्यवसाय गरीरहेको वा सामाजिक कार्य गरिरहेको हो भनि सिफारिस पत्र अनिवार्य चाहिन्छ ।
  5. हाल बसोबास गरिरहेको जिल्लामा बिद्यार्थी भए आफु अध्ययन गरिरहेको स्कुल वा कलेजबाट, व्यवसायी हो भने व्यवसायी फर्मबाट, सामाजिक अभियान्ता हो भने आफु कार्यरत सामाजिक संस्थाबाट अनिवार्य रुपमा सिफारिस पत्र आवश्यक हुन्छ ।
  6. राष्ट्रिय युवा सम्मेलन २०१९ मा सहभागीता हुन चाहने ईच्छा पत्र ।
